The Copenhagen Accords of 2041 are an international and corporate agreement banning the production, use, and research of biological weapons. Gamma-Anthrax is specifically mentioned in the document, after an incident in southern Africa in which the bioweapon was used in a counterinsurgency campaign and went out of control.
