SotA 2064 p28. The island Of Hainan has declared strict neutrality and is a military free zone, defended by only a small but capable militia. This is backed by a white Oriental dragon named Bai Zhenzhu as she was later identified. All of the surrounding countries have repsected the declaration of neutrality.


SotA 2064 p29. Hainan's main business it as a tourist getaway although it's open door policy of allowing everyone irrespective of race or ethnicity is free to enter and leave as they wish. Relaxed government involvement, strategic location and the free flow of people have turned Hainan into a major international espionage nexus although there is a gentlemans agreement for groups not to mess with each other on the island so as to not annoy the Bai Zhenzhu.
