UCAS Intelligence Community

The Intelligence Community or IC is the collective term for of all of the UCAS' many intelligence agencies. The IC is headed by the Director of Central Intelligence (DCI), who is also the Director of the CIA. The DCI has his own staff to manage and oversee the community and its activities, but does not have any budgetary or overall operational authority over any of the agencies, save for the CIA. Given the fact that the majority of the intelligence agencies in the UCAS are subdivisions or agencies of the Defense Department, this has long (since the creation of the CIA in 1947) been a point of contention between the DCI and the Secretary of Defense--whose office manages operations and budgets for the agencies that answer to the Pentagon.
In fact, even as of 2064 this was a major problem that then-DCI Robert Henninger was trying to fix.
As of 2070, membership of the IC has expanded on the civilian side with the introduction and classification of the Department of Homeland Security (DHS), Drug Enforcement Agency (nDEA), and Internal Revenue Service (IRS) as intelligence agencies.
